Why are Penalty Minutes considered positive points in Fantasy Ice Hockey?

I understand the arguments that fighting and penalties can have positive influence on a team, but in the end it is a negative giving the other team a minimum of 2 minutes with an extra guy on the Power Play. It just doesn’t follow logic.

There aren’t many scoring categories in fantasy hockey. If they take away PIM, what other type of stats are there to count. This is why fantasy hockey isn’t popular. There are bad scoring categories like PIM, plus/minus, and shutouts.
